Sanctions and custody

RSX ETF sanctions timeline: legal and operational gates to recovery

A source-led timeline of the restrictions affecting RSX ETF and RSXJ ETF, plus the separate legal, custody, currency and distribution gates that remain.

Short answer

No single “sanctions removal” event determines RSX ETF value. Recovery requires a chain of permissions and operational actions across U.S. rules, Russian restrictions, custody, market execution, currency conversion and fund distribution.

Timeline

RSX ETF and RSXJ ETF trading halted

Secondary trading stopped after access to Russian securities markets and reliable valuation became impaired.

Delisting and initial distributions

Available liquidity could be distributed while unsold Russian securities remained in the liquidating funds.

Local registrar arrangements

Russian legal and custody measures added another operational layer to confirming and exercising ownership rights.

Sales and transfers remain restricted

A local quotation alone does not create a lawful sale, conversion or transfer route.

Authorization → access → sale → FX → distribution

Each step must work; progress at one gate does not guarantee the next.

Five independent recovery gates

  1. Authority to act: required licenses and sanctions permissions.
  2. Asset access: verified title and usable custody or registrar instructions.
  3. Execution: a permitted buyer, market and achievable sale price.
  4. Currency and transfer: lawful RUB conversion and movement of proceeds.
  5. Fund distribution: receipt by the liquidating vehicle and payment through intermediaries.

How RSXValue treats probabilities

The interactive probability control is a user assumption, not an editorial prediction. RSXValue does not assign an authoritative probability to sanctions relief because the relevant decisions are political, legal and operational, and their dependencies cannot be reliably reduced to one observed frequency.
